Dual Lens of Transition Planning

Developed by ClimateView in collaboration with ICLEI, the Scottish Climate Intelligence Service (SCIS), RISE, the Stockholm Resilience Centre, and the DMI-ecosysteem, the white paper introduces the Dual Lens of Transition Planning – a practical method to help cities structure fundable, trackable, and coordinated interventions.

The white paper was presented as part of a roundtable on operationalizing multilevel governance. Participants shared how this logic is already being applied in practice – ranging from Scotland’s nationwide delivery framework to municipal strategies in the Ruhr Region, the Netherlands, and the United States.

This soft-launch marks an open invitation for dialogue, feedback, and co-creation. Version 1.0 is being shared now to support collaborative input ahead of a full release later this year. Additional publications focused on financing mechanisms and regional applications are also in development, to be released in the lead-up to COP30.
